FRS, GMRS, and MURS — Three Services, One Drawer of Radios

Tell the three services apart by their rules rather than their marketing, and work out whether a given radio is legal to transmit with.

The one that surprises people: MURS

MURS gets dismissed because 2 watts sounds feeble next to 50. That comparison misses the two things that actually determine range.

MURS is VHF. At 151 MHz, signals bend around terrain and penetrate foliage noticeably better than at 462 MHz. In woods and rolling country, VHF wins.

MURS permits any antenna you like. No gain limit, no height limit, nothing about removability. A 2 W MURS base station with a proper antenna on a mast will comfortably outperform a 5 W GMRS handheld with its rubber duck — and FRS, whose antenna is legally required to be non-removable and no better than a dipole, is not even in the comparison.

The trade-off is real: MURS has five channels, no repeaters, and almost no users. It is excellent for a fixed site talking to vehicles and useless for joining a community network.

FRS and GMRS share frequencies, not rules

Since the 2017 restructuring, FRS and GMRS use the same 22 channel frequencies. An FRS radio and a GMRS radio on channel 3 hear each other, and §95.1731 explicitly permits GMRS stations to talk to FRS units.

What differs is what each may do on them:

  • On channels 1–7 (462 MHz interstitials), FRS runs 2 W ERP and GMRS 5 W ERP.
  • On channels 8–14 (467 MHz interstitials), both are held to 0.5 W ERP.
  • On channels 15–22 (462 MHz main), FRS stays at 2 W ERP while GMRS may run 50 W.
  • Repeater channels are GMRS only. FRS radios cannot transmit on 467 MHz main.

So a GMRS licensee with a decent mobile can be heard by the neighbour’s bubble-pack radio, while the neighbour cannot reach nearly as far back. That asymmetry is the point of the licence.

Certification: the rule that catches everyone

This is where good intentions run aground.

Each GMRS transmitter … must be certified in accordance with this subpart and part 2 of this chapter. — 47 CFR 95.1761(a)

Certification attaches to the radio, not to you. Your licence authorises you; certification authorises the equipment. Both are required, and no amount of licensing makes an uncertified transmitter legal on GMRS channels.

The rule then goes further, and this is the sentence that matters:

No GMRS transmitter will be certified for use in the GMRS if it is equipped with the capabilities to operate in services that do not require equipment certification, such as the Amateur Radio Service. — 47 CFR 95.1761(c)

The amateur service largely does not require certified equipment — building and modifying transmitters is normal amateur practice. That asymmetry is deliberate, and it means a radio capable of amateur operation cannot be certified for GMRS. Not “has not been”. Cannot be.

So the inexpensive programmable handheld that covers 136–174 and 400–520 MHz, the one sitting in most people’s drawers: it may be perfectly legal on the amateur bands with an amateur licence, and it is not legal to transmit with on GMRS, no matter how many GMRS licences you hold.

A second, related rule: since 30 September 2019, no one may manufacture, import, or sell radio equipment capable of operating under both the GMRS and FRS rules (§95.1791). Combination radios sold before then remain in circulation and are a recurring source of confusion.

  1. What does the label say? A GMRS-certified radio bears an FCC ID and is marketed for GMRS. Check the FCC ID in the Commission’s equipment authorisation database if in doubt.
  2. Can it transmit outside the Part 95 channels? If yes — especially on amateur frequencies — it is not GMRS-certified and cannot be.
  3. Is the frequency programming accessible from outside the radio? Section 95.1761 requires frequency-determining circuitry and programming controls to be internal and inaccessible from the operating panel.

If a radio fails any of these, it is a receiver on GMRS. Listening is always legal; transmitting is not.

What to actually buy

  • GMRS handheld or mobile — certified for GMRS, with repeater capability and a removable antenna on the mobile. This is the everyday radio.
  • FRS bubble-pack — for people who will not get licensed, and for handing to visitors.
  • MURS — worth considering for a fixed base talking to vehicles in wooded terrain, where VHF and a real antenna beat UHF and a whip.
  • Amateur handheld — a separate radio for a separate service. Keeping them physically separate is the simplest way to keep the rules straight.
