Heating. Not ionisation — that was the Technician distinction between non-ionizing and ionizing radiation, and it holds here.
What stations are subject to the FCC rules on RF exposure?
All stations with a time-averaged transmission of more than one milliwatt
Effectively every amateur station. The old categorical exemption by power level is gone; the 2019 rule change replaced it with a general obligation plus specific exemption criteria. If you transmit, the rules apply to you.
What must be evaluated
Which of the following is used to determine RF exposure from a transmitted signal?
All these choices are correct — the antenna’s gain, the distance from the antenna to the area being evaluated, and the transmitter’s power output.
Power, gain, distance. Plus duty cycle, below. Those four are the inputs to every calculation.
How can you determine that your station complies with FCC RF exposure regulations?
All these choices are correct — by calculation based on FCC OET Bulletin 65, by calculation based on computer modelling, and by measurement of field strength using calibrated equipment.
Any of the three. In practice the calculation takes five minutes with an online tool, and there is no reason not to do it.
What type of instrument can be used to accurately measure an RF field strength?
A calibrated field strength meter with a calibrated antenna.
Calibrated, both of them. An uncalibrated instrument gives a number, not a measurement.
Time averaging and duty cycle
What does “time averaging” mean when evaluating RF radiation exposure?
The total RF exposure averaged over a certain period.
What is the effect of modulation duty cycle on RF exposure?
A lower duty cycle permits greater power levels to be transmitted.
The limits are on average exposure over an averaging period — 6 minutes for controlled exposure, 30 for uncontrolled. So the fraction of time you actually transmit scales directly into what is permitted.
The practical consequences:
- SSB conversation — duty cycle perhaps 20% including listening. Very forgiving.
- FM or a digital mode — near 100%. Four or five times more demanding at the same PEP.
- A contest weekend of FT8 at full power is a genuinely different exposure situation from casual SSB, and it is the case worth evaluating carefully.
The exemption, and what follows from failing it
What must you do if your station fails to meet the FCC RF exposure exemption criteria?
Perform an RF exposure evaluation in accordance with FCC OET Bulletin 65.
The exemption criteria are power-and-distance thresholds below which no evaluation is needed. Above them, you evaluate — and that is all failing the exemption means. It is not a violation.
What must you do if an evaluation of your station shows that the RF energy radiated by your station exceeds permissible limits for possible human absorption?
Take action to prevent human exposure to the excessive RF fields
Note what it does not say: shut down, or reduce power. Prevent exposure. The options are all legitimate:
- Move the antenna, or raise it.
- Fence or restrict the area where the field is excessive.
- Reduce power, or reduce duty cycle.
- Change antenna pattern so the field does not fall where people are.
Which of the following steps must an amateur operator take to ensure compliance with RF safety regulations?
Perform a routine RF exposure evaluation and prevent access to any identified high exposure areas

Two specific situations
What should be done if evaluation shows that a neighbor might experience more than the allowable limit of RF exposure from the main lobe of a directional antenna?
Take precautions to ensure that the antenna cannot be pointed in their direction when they are present
A directional antenna’s exposure is directional. Restricting rotation is a valid and often the cheapest mitigation — and note that the neighbour’s exposure is uncontrolled, so the stricter 30-minute averaging and lower limits apply.
What precaution should be taken if you install an indoor transmitting antenna?
Make sure that MPE limits are not exceeded in occupied areas.
An indoor antenna puts the field where people are, which is the hardest case. It can be done — with low power, short duty cycle, and distance — but it is the configuration that most often fails an evaluation.
