        "completion": "The sweep now covers all 50 states for this window. Ten states recorded no local adoption during it: Alaska, Arizona, Delaware, Hawaii, Idaho, Louisiana, Rhode Island, Vermont, West Virginia, and Wyoming. Wyoming is the sharpest case - Cheyenne's proposed 12-month moratorium was rejected 9-1 on second reading, so the absence is a decision rather than a gap."
